Adds water districts under chapter 61-35 to the list of political subdivisions the state auditor must audit every two years

Allows audits of water districts (chapter 61-35) to be triggered by petition of at least 10% or 300 participating members, whichever is fewer

Requires candidates for water district board elections to submit petitions with 10 participating member signatures at least 45 days before the election

Mandates that board vacancies be filled by appointment only until the next annual meeting, when members must elect someone for the unexpired term

Requires all water district elections to be conducted in a uniform, nondiscriminatory manner that permits participating members to observe all stages including voting and vote tabulation
