Grants the Board of University and School Lands new authority to adopt policies and rules necessary to carry out its responsibilities in conformity with statutes it administers or enforces

Expands the list of leasable resources on state lands to explicitly include critical minerals and rare earth elements, in addition to existing resources like oil, gas, coal, and metallic ores

Authorizes the board to cancel leases if a lessee is discovered to intend to hinder or block development of resources on state lands

Passed the Senate 45-2 and the House 83-9 during the 69th Legislative Assembly (2025 session)
