Appropriates $7,300,000 in one-time general fund money to the Department of Health and Human Services for the family paid caregiver service pilot project for the 2025-2027 biennium

Changes the pilot project from optional ("may") to mandatory ("must") for funding extraordinary care provided by legally responsible individuals to Medicaid 1915(c) waiver participants, excluding the aged and disabled waiver

Requires payments to legally responsible caregivers be commensurate with the rate for family caregiving in the home and community-based services aged and disabled waiver

Mandates assessments consider unique needs including age, activities of daily living, medical needs, and social emotional needs when determining extraordinary care requirements

Requires the cross-disability advisory council to participate in planning, design, and ongoing implementation of the pilot project and provide input on assessment methods for determining extraordinary care needs
