Creates a child care workforce recruitment and retention program requiring the Department of Human Services to make monthly incentive payments to licensed early childhood services providers

Monthly payment rates based on licensed capacity: $50 per infant, $30 per toddler, and $15 per school-aged child

Providers must submit quarterly reports on average enrolled children; payments may be suspended if enrollment drops 25% or more from the previous reporting period

Providers are ineligible if they received a corrective action order within the previous three months

Providers must submit annual reports demonstrating that payments were used to address child care worker salary and benefit needs
