Expands the collaborating bioscience association's duties to include promoting the program, recruiting bioscience organizations to the state, determining applicant eligibility, and conducting performance reviews and audits

Authorizes reimbursement to the collaborating association of up to $600,000 per biennium for costs and services rendered under the program

Removes the requirement for the agriculture commissioner to coordinate with the Department of Commerce's biotechnology grant program when awarding grants

Expands the grant award committee from three to five members by adding representatives from the University of North Dakota and North Dakota State University

Adds sole proprietorships as eligible business types and requires businesses be in good standing to receive grant funds
