Amends Section 38-08-04.12 of the North Dakota Century Code to require documentation and preservation of suitable plant growth material disturbed during construction of well sites, treating plants, saltwater handling facilities, or access roads

Adds new provision allowing the Industrial Commission to waive reclamation requirements for sites and access roads after wells are plugged or facilities are decommissioned, with consent from the government land manager or surface owner

Requires the commission to record waiver documentation with the county recorder where the site or road is located

Changes language from "shall" to "must" for the existing requirement that disturbed land be reclaimed as close as practicable to its original pre-construction condition
