Prohibits the state, political subdivisions, utilities, corporations, and other entities from using eminent domain to construct infrastructure for carbon dioxide transport to geological storage or sequestration sites

Removes carbon dioxide pipelines from the definition of common pipeline carriers under North Dakota law, eliminating their common carrier status and associated regulatory requirements

Strikes carbon dioxide from provisions requiring pipeline carriers to accept, carry, or purchase products without discrimination at commission-prescribed prices

Removes carbon dioxide from anti-discrimination protections governing pipeline transportation facilities, services, and rates

Repeals Section 38-22-10 of the North Dakota Century Code, which relates to the exercise of public domain in geological storage of carbon dioxide
