Transfers $15,000,000 from the general fund to the agriculture diversification and development fund for the 2025-2027 biennium

Authorizes loans, interest rate buydowns, and grants to support new or expanding value-added agriculture businesses including food processing, feed/pet food facilities, commodity processing, and animal agriculture production (swine, poultry, dairy, feedlots)

Allows the agriculture diversification and development committee to use fund money for in-state travel, per diem, and administrative costs related to grant programs

Establishes per diem compensation of $135 per day for committee members not employed by the state when attending meetings or performing official duties

Requires grant guidelines to prioritize businesses with majority ownership by North Dakota residents
