Creates a Theodore Roosevelt National Park working group chaired by a legislator with 9 members representing the legislature, parks and recreation, Medora commerce/tourism, state tourism division, agriculture commissioner, NDUS equine studies, a horse protection nonprofit, National Park Service, and Indian affairs commission

Directs the working group to recommend management strategies to maintain the wild horse population above 200 horses, identify support opportunities, promote tourism, and assist with public education

Requires quarterly meetings and an annual report to legislative management by July 1 each year detailing the implementation plan

Permits recommendations for birth control, removals, and permanent placement of horses, with all management activities required to be humane and nonlethal unless a horse's health or safety is compromised

Appropriates $49,500 from the general fund to the Department of Commerce for administering the working group for the 2025-2027 biennium
