Amends the definition of "alcoholic beverage establishment" for gaming purposes to include establishments licensed under section 5-01-21 or chapter 5-02 where alcohol is sold and consumed on premises

Explicitly excludes liquor stores, gas stations, grocery stores, and convenience stores from the definition of alcoholic beverage establishment

Requires a legislative management study during the 2025-26 interim on charitable gaming organizations' ownership of alcoholic beverage establishments

Study must examine the prevalence and process of such ownership, including use of subsidiaries and partnerships, plus benefits and detriments

Findings and recommendations must be reported to the 70th Legislative Assembly with any implementing legislation
