Establishes state regulation of conveyances (elevators, escalators, platform lifts, dumbwaiters, moving walks, and similar equipment) under the State Electrical Board, requiring registration, permits for installation/alteration, and annual certificates of operation

Expands the State Electrical Board from five to six members by adding an elevator mechanic position alongside existing representatives from electrical trades and utilities

Requires elevator contractors and inspectors to register with the board, with contractors required to employ at least one licensed elevator mechanic

Mandates accident reporting within 48 hours for incidents causing death or injury requiring medical treatment, and authorizes penalties of at least $50 for operating without a certificate

Phases in inspection requirements: acceptance tests for new/altered conveyances and traction elevators by August 2026, annual tests for hydraulic elevators/escalators by August 2027, and five-year full load safety tests for all conveyances by August 2032
