Creates a value-added milk processing facility incentive program providing grants up to the lesser of $5 million or 5% of total construction costs for facilities capable of processing at least 3 million pounds of milk annually

Grants reimburse infrastructure and capital expenditures including natural gas, electricity, roads, water lines, wastewater lines, storm water conveyance, rail lines, and site acquisition

Grant awards distributed by the agriculture commissioner only after the facility achieves 100% of its processing capacity

Authorizes the agriculture commissioner to borrow up to $5 million through a Bank of North Dakota line of credit during the 2025-2027 biennium if a grant is approved
