Active participation in a health care sharing ministry satisfies health care coverage requirements for students enrolled in North Dakota institutions of higher education

International students on J, F, or M visas are exempt from this provision and must maintain traditional health insurance meeting U.S. Department of State minimum standards

Health care sharing ministries are defined as 501(c)(3) nonprofit organizations that facilitate voluntary medical expense sharing among members who share common ethical or religious beliefs

Qualifying ministries must conduct annual independent audits and provide written disclaimers stating they are not insurance companies and have no obligation to pay claims

Health care sharing ministries are explicitly exempt from state insurance regulations and are not considered to be engaging in the business of insurance
