Regional education associations shall offer required services to member districts including professional development coordination, technology support, school improvement assistance, student achievement data analysis, and curriculum expansion to be eligible for state funding

Regional education associations may provide services to non-member districts and may enter contracts with the superintendent of public instruction to offer services

Contracts between the Department of Public Instruction and regional education associations are exempted from standard state procurement requirements under the Office of Management and Budget
