Legislative management shall study during the 2025-26 interim the feasibility of creating a single composite mental health licensing board to oversee psychologists, social workers, addiction counselors, professional counselors, and marriage and family therapists

Study must evaluate consolidating multiple independent licensing boards into one entity, including analysis of regulatory efficiencies, fiscal impact, fee structures, and administrative costs

Study must consider adding peer support certification to the composite board and assess effects on licensing requirements, professional standards, and disciplinary processes

Study must examine impact on the state's participation in professional licensure compacts, multistate practice agreements, workforce mobility, and availability of mental health professionals

Findings, recommendations, and any required legislation must be reported to the 70th Legislative Assembly
