Amends the definition of "alcoholic beverage establishment" to require that alcoholic beverages be sold, dispensed by employees of the establishment, and consumed on premises; explicitly excludes liquor stores, gas stations, grocery stores, and convenience stores

Requires electronic pull tabs, pull tabs, punchboards, twenty-one, paddlewheels, poker, and sports pools to be conducted only in designated 21+ areas within alcoholic beverage establishments or in bingo halls that were authorized sites as of January 1, 2025 and are owned by licensed organizations

Adds electronic pull tabs to the list of games that organizations may not permit persons under 21 to play directly or indirectly

Maintains grandfathering provisions allowing organizations conducting gaming at authorized sites as of January 1, 2023 to continue operations regardless of whether the site meets the updated alcoholic beverage establishment definition
