Prohibits dental insurance preferred provider arrangements from setting or regulating fees charged by dentists for non-covered services

Ensures patients can receive and pay for additional dental care services that were denied by their dental plan without restriction from the insurer

Requires dentists to charge no more than the contracted rate for denied services unless they disclose higher pricing to the patient before treatment

Defines "covered services" to include services subject to deductibles, copayments, waiting periods, annual maximums, or frequency limitations
