Requires written notice to landowners via certified mail before surveying land for eminent domain purposes, including project name, completion date, type, proposed route, nature of work, and contact information for the party conducting the survey

Prohibits surveying until 30 days after delivery of notice, unless the landowner consents to an earlier date

Mandates a new notice of intent to survey if the surveying party fails to complete the survey within 90 days of the original notice

Survey and project location must balance greatest public benefit with least private injury to landowners
