Creates a rural catalyst committee and grant program administered by the Department of Commerce to support quality of life improvement and economic development projects in rural North Dakota communities

Establishes a rural catalyst fund with $2,500,000 transferred from the strategic investment and improvements fund for the 2025-2027 biennium

Limits maximum grant awards to $500,000 per project, with at least 50% of funds allocated to communities with fewer than 1,500 residents

Requires grant recipients to provide 1:1 matching funds from non-state sources (cash or in-kind contributions)

Eligible projects include community and economic development, education, health and wellness initiatives, and preserving or reopening rural grocery stores in communities of 4,500 or fewer residents
