Prohibits higher education institutions, K-12 schools, and government employers from engaging in "diversity, equity, and inclusion" programs or requiring training/submissions that assert individuals are inherently privileged, oppressed, racist, or bear responsibility for historical actions based on race, sex, religion, or other personal identity characteristics

Bans offices, positions, or employees dedicated to implementing DEI-related policies across state institutions, school districts, and government agencies, with exceptions for federal law compliance

Requires the State Board of Higher Education to conduct biennial compliance reviews beginning July 1, 2026, with 30-day remediation plans and 180-day cure periods for violations; legislature may withhold appropriations from non-compliant institutions

Mandates higher education institutions provide annual training on academic freedom and free speech, publish syllabi for mandatory courses online, and develop strategies to promote viewpoint diversity

Establishes State Auditor oversight for government employer compliance, with executive agency directors required to report compliance to the governor by August 1, 2026, and biennially thereafter
