Transfers authority for annual audits of the North Dakota Development Fund from the board of directors to the state auditor's office, which may conduct the audit directly or contract with a certified public accounting firm

Requires the state auditor's office to contract with an independent third party for a performance audit of the North Dakota Development Fund covering July 1, 2019 through June 30, 2024, with the final report due by August 1, 2026

Performance audit must examine the economy, efficiency, and effectiveness of the fund's internal processes, controls, and results, and provide recommendations for corrective actions

Appropriates $250,000 in one-time general fund money to the state auditor's office for the 2025-2027 biennium to contract for the performance audit
