Expresses North Dakota's support for the Electoral College system and declares the National Popular Vote Interstate Compact may be unconstitutional under the Compact Clause of the U.S. Constitution

Proposes forming a new "Electoral College Interstate Compact" that would prohibit member states from requiring electors to vote based on the national popular vote count

Member states of the proposed compact would be required to legally challenge the constitutionality of the National Popular Vote Interstate Compact

North Dakota would formally join the Electoral College Interstate Compact once four other states declare intent to participate

Directs the Secretary of State to send copies of this resolution to Secretaries of State and legislative leaders in 32 specified states, primarily in the South, Midwest, and Mountain West regions
