Directs Legislative Management to study election and political party activities in legislative districts containing tribal lands to determine if modifications are needed to ensure all qualified electors can freely participate in voting

Requires the study to examine how recent litigation has affected redistricting of legislative district boundaries and what measures could avoid future litigation

Mandates review of the historical use of subdistricts as an electoral practice option

Findings and recommendations, along with any proposed legislation, must be reported to the 70th Legislative Assembly
