Proposes a constitutional amendment to Article XI, Section 25 of the North Dakota Constitution, to be placed on the 2026 general election ballot for voter approval

Prohibits proceeds from games of chance, lotteries, or similar activities from being used to support, finance, or influence political campaigns, candidates, ballot measures, or political organizations

Creates an exception allowing raffle proceeds to be used for political purposes

Changes constitutional language from "shall not" to "may not" regarding legislative authority to authorize games of chance, lotteries, and gift enterprises

Maintains existing requirements that net proceeds from charitable gaming must be devoted to educational, charitable, patriotic, fraternal, religious, or other public-spirited uses
