Amends how proceeds from the sale of Ray Richards golf course property in Grand Forks must be used: 53.57% of the sale price must be documented and used for improvements to the golf course or for the direct benefit of UND men's and women's varsity golf programs

Eliminates the previous requirement to transfer sale proceeds to a permanent endowment fund administered by the UND Alumni Foundation solely for the men's golf program

Removes provisions requiring funds to be used to reinstate the men's golf program if it had been terminated prior to property conveyance

Appropriates $4,000,000 from golf course sale proceeds, donations, and other local funds to UND for capital improvements to Ray Richards golf course through June 30, 2027

Passed unanimously (House 93-0, Senate 46-0) and takes effect immediately upon filing with the Secretary of State
