Creates the Office of Business, Entrepreneurship, and Innovation within the Department of Economic Development, requiring at least one full-time employee to support innovation and entrepreneurship growth, particularly in underserved demographic and geographic areas

Requires annual reports by July 1, 2026 from the Director of Economic Development and Commissioner of Labor detailing state contracts and workforce development funding awarded to businesses operating less than five years

Encourages state agencies to award 5% of state contracts and 5% of economic development funds to Nebraska businesses in operation less than five years

Encourages state agencies and political subdivisions to eliminate business license and registration fees for new businesses, including home-based businesses, beginning July 1, 2026

Requires the state investment officer to invest 1% of state funds (and encourages up to 5%) into venture capital funds that match investments dollar-for-dollar into businesses operating less than five years in Nebraska
