Expands bingo to permit games using song titles, musical artists, or music genres as random selection elements, conducted only through special event bingo permits limited to four permits per year (up from two)

Increases prize limits for unlicensed bingo from $25 to $50 per game and bingo card prices from $0.25 to $1.00 for special event bingo

Moves the Nebraska Commission on Problem Gambling administratively from the Charitable Gaming Division to the State Racing and Gaming Commission, with funding from annual gaming tax proceeds under section 9-1204

Allows persons 19 years or older to play keno at licensed racetrack enclosures if conducted in an area separate from the casino gaming floor where other games of chance are played
