Removes nonalcoholic beer (containing less than 0.5% alcohol by volume) from regulation under the Nebraska Liquor Control Act, with one exception for sales to minors.

Renames "near beer" to "nonalcoholic beer" in state statute definitions.

Excludes nonalcoholic beer from the statutory definition of "beer," meaning it would no longer be subject to licensing, distribution, and other liquor control requirements.

Maintains the prohibition on selling or furnishing nonalcoholic beer to minors.

Amends sections 53-103.02, 53-103.03, 53-103.24, and 53-160.02 of the Reissue Revised Statutes of Nebraska.
