Prohibits all businesses from using personalized algorithmic pricing or surveillance pricing, which sets customized prices based on consumer data collected through electronic surveillance technology, sensors, cameras, or biometric monitoring

Bans grocery stores larger than 10,000 square feet from using electronic shelving labels or digital shelf displays, requiring traditional nondigital price presentation instead

Requires clear and conspicuous disclosure to consumers whenever a business uses algorithmic pricing based on their personal data

Prohibits collecting or using data from individuals under 17 years old for targeted advertising or personalized algorithmic pricing, and bars use of protected class data (ethnicity, age, disability, sex, etc.) in pricing decisions

Authorizes the Attorney General to bring enforcement actions with civil penalties up to $7,500 per violation, and allows aggrieved consumers to file private civil lawsuits; exempts financial services providers and licensed insurers from the act
