Amends section 49-1446.02 of the Nebraska Political Accountability and Disclosure Act to add two new categories of prohibited expenditures for political committees

Prohibits ballot question committees from spending funds to influence voters in the nomination or election of candidates

Prohibits candidate committees from providing goods, materials, services, or facilities on behalf of ballot question committees, including paying for advertisements produced by ballot question committees to obtain lower advertising rates

Preserves the right of candidates and candidate committees to publicly express positions or opinions on ballot questions, initiatives, or referendum petitions

Retains existing prohibitions on committee expenditures for personal items such as candidate clothing, medical expenses, automobile payments, mortgage/rent, personal debts, and non-campaign professional services
