Criminalizes installing or using mobile tracking devices (GPS trackers, tracking software) on another person's property without consent, with exceptions for parents tracking minor children, court-ordered monitoring, legitimate business purposes, and caregivers of vulnerable adults; violations are Class IIIA felonies

Creates the offense of "swatting" for knowingly making false reports to law enforcement that result in emergency dispatch; penalties range from Class I misdemeanor to Class IB felony if the false report results in death

Elevates all stalking offenses to Class IIIA felonies (previously first offense was Class I misdemeanor), and adds stalking to the list of dangerous misdemeanors for weapons charges

Prohibits operating unmanned aircraft (drones) in FAA-restricted airspace without proper approval and law enforcement notification; requires drone operators to present FAA registration upon request; violations are Class III misdemeanors

Removes the requirement that courts impose probation for Class IV felonies, giving judges discretion to impose imprisonment instead; expands the definition of "mobile tracking device" to include software programs
