Eliminates the human relations training requirement for obtaining a certificate or permit to teach, provide special services, or administer in Nebraska prekindergarten through grade 12 schools

Removes the statutory definition of "human relations training," which previously encompassed coursework or employment experiences related to understanding pluralistic society, recognizing biases including sexism and racism, and developing skills to address discrimination in educational settings

Deletes the State Board of Education's authority to issue temporary two-year certificates to applicants who had not completed human relations training

Amends sections 79-807, 79-808, 79-810, 79-813, and 79-8,145.01 of the Reissue Revised Statutes of Nebraska to remove all references to human relations training as a certification requirement

Retains all other certification requirements including college credit in subject areas, professional education coursework, criminal history checks, special education training, and standards for moral, mental, and physical fitness
