Eliminates the automatic exemption from Nebraska Power Review Board approval that privately developed renewable energy generation facilities previously received under section 70-1014.02

Requires the Power Review Board to hold a hearing and determine compliance before approving construction of privately developed renewable energy facilities, rather than simply issuing written acknowledgment within ten days

Adds new requirement that private electric suppliers must enter into a power purchase agreement with a public power district before constructing a privately developed renewable energy generation facility

Removes the previous 30-day advance notice provision that allowed facilities meeting certification requirements to be exempt from board approval under sections 70-1012 to 70-1014.01

Amends multiple sections of Nebraska Revised Statutes (70-1012, 70-1012.01, 70-1013, 70-1014, 70-1014.01, 70-1014.02, and 70-1015) to eliminate exemption language and harmonize provisions
