Amends Nebraska statute 85-906 to clarify that contracts between colleges/universities and foreign adversarial sources must be for the direct benefit of the foreign adversarial source, rather than "either of the parties"

Adds explicit exclusion stating that "reportable funding" does not include salary, wages, or compensation paid to individuals

Applies to all public and private two-year and four-year colleges and universities with a campus or place of business in Nebraska

Foreign adversaries are defined by reference to 15 C.F.R. 791.4 as it existed on January 1, 2025, which includes governments, entities, citizens, and agents of designated adversary nations

Maintains existing requirements for biannual reporting to the Coordinating Commission for Postsecondary Education, with reports published on the commission's public website
