Establishes "tribal customary adoption" as a new permanency option for Indian children under the Nebraska Indian Child Welfare Act, allowing adoption through tribal custom, traditions, and law without requiring termination of parental rights

Grants state courts authority to transfer temporary concurrent jurisdiction to tribal courts to finalize tribal customary adoptions, with tribal court orders receiving full faith and credit from Nebraska courts upon meeting specified requirements

Prohibits state filing of petitions to terminate parental rights for Indian children eligible for tribal customary adoption until the court determines such adoption would not be appropriate or in the child's best interests

Allows tribes to conduct adoptive home studies using prevailing tribal social and cultural standards, and permits biological parents to retain specified parental rights (such as contact and inheritance) as determined by tribal customary adoption orders

Extends state adoption assistance payments, medical expense coverage, and nonrecurring adoption expense reimbursement (up to $2,000) to children adopted through tribal customary adoptions
