Amends Nebraska statute 68-1215 to require the Department of Health and Human Services to make crisis assistance payments under the Low-Income Home Energy Assistance Program (LIHEAP)

Sets a standard cap of $800 per program year for crisis assistance payments

Grants the Department authority to authorize crisis assistance payments exceeding $800 per program year based on extenuating circumstances

Maintains existing eligibility requirements at 150% of the federal poverty level for LIHEAP participation
