Creates the Family Home Visitation Act establishing voluntary home visitation programs for families with children five years or younger, or pregnant persons, with visits conducted by nurses, social workers, and trained professionals

Requires the Department of Health and Human Services to fund only evidence-based programs that are certified by national organizations, follow comprehensive standards, and operate with fidelity to their program model

Program goals include improving maternal and child health outcomes, reducing preterm births, promoting positive parenting, reducing child maltreatment, and increasing school readiness

Mandates annual electronic reports to the Legislature from February 15, 2026 through February 15, 2028, detailing program locations, families served, demographics, expenditures, and outcomes

Families may decline services at any time, and the Act does not apply to programs providing only single or infrequent home visits
