Creates the Nebraska Public Housing Preservation Trust as a public corporation governed by a nine-member board appointed by the Governor, including three public housing residents, to finance rehabilitation and modernization of public housing developments

Requires the trust to enter agreements with local housing agencies by January 1, 2027, enabling it to issue bonds, enter ground leases up to 99 years, and apply for federal housing vouchers while prohibiting privatization or sale of real property

Caps rent at 30% of household income for residents in converted developments and guarantees right to return after temporary relocation, just-cause eviction protections, and access to expedited grievance procedures

Establishes local hiring requirements mandating at least 35% of construction labor hours be performed by public housing residents and 30% by businesses in low-income neighborhoods

Creates the Public Housing Capital Stabilization Fund to support bond issuance and requires quarterly reporting to the Legislature and resident councils on work orders, complaints, expenditures, and resident satisfaction metrics
