Eliminates or reduces frequency of numerous state agency reports to the Legislature, including changing several annual reports to biennial reports for agencies such as the Department of Insurance, Department of Labor, Department of Revenue, and Department of Correctional Services

Abolishes the Suggestion Award Board and the state employee suggestion system, which previously allowed state employees to submit cost-saving or efficiency improvement suggestions for potential cash awards

Removes the Small Business Compliance Advisory Panel (related to air quality permits) and eliminates associated reporting requirements and funding provisions

Consolidates reporting requirements by moving several standalone reports into the Department of Water, Energy, and Environment's existing annual December 1 report to the Governor and Legislature

Streamlines state executive budget preparation by eliminating the requirement that agencies certify whether each program is "evidence-based" or "reasonably capable of becoming evidence-based" in their budget requests
