Public power and irrigation districts may now use divided voting precincts (not just whole precincts) to establish boundary lines for operating areas, chartered territory, and district elections

Eliminates the requirement that divided precinct descriptions must be approved by the Secretary of State; descriptions may still be given by section, township, and range

Districts dividing precincts or certifying retail customers for voting purposes must transmit relevant information with election certification and pay additional election costs to the county within 30 days of receiving a statement

Subdivisions for director elections may be composed of whole or divided voting precincts with approximately equal population

Declared an emergency measure, taking effect immediately upon approval by Governor on April 7, 2025
