Child-placing agencies may decline to provide foster care or adoption placement services that conflict with their sincerely held religious beliefs, to the fullest extent permitted by state and federal law

State government, its agencies, and political subdivisions are prohibited from taking adverse action against agencies that decline services based on religious beliefs, including denying funding, refusing contracts, canceling licenses, or treating agencies less favorably than others

Agencies that decline services must promptly provide the person seeking services with contact information for another agency capable of providing the service, or a link to a Department of Health and Human Services webpage listing alternative agencies

Child-placing agencies may assert a violation of this act as a defense in any administrative or judicial proceeding

The act includes a severability clause ensuring remaining provisions stay valid if any section is declared unconstitutional
