Petition circulators must be at least 18 years old, U.S. citizens, and have no convictions for felonies or crimes involving fraud, forgery, or identity theft; petition sheets circulated by unqualified individuals are invalid

Circulators are required to wear identification badges displaying their name while collecting signatures

Petition sponsors must file with the Secretary of State a list of circulators handling more than 25 petition sheets, with updates required when petitions are submitted for signature verification

Sponsors must also file an explanation of how circulators will comply with the identification badge requirement

Paid petition circulators must undergo criminal background checks conducted by the petition sponsor to verify eligibility
