Village boards must annually authorize village clerks to prepare claims and issue warrants only when more than half of board seats are vacant, limited to previously approved expenditures and legal/contractual obligations

Extends deadline for voters to present photo ID after casting provisional ballots from Tuesday to Friday after the election; allows political parties to permit unaffiliated voters to vote in their primaries by filing rules with the Secretary of State 60 days before the election

Changes precinct size requirements to be based on election day voting at the immediately preceding presidential election rather than total votes at the last statewide general election; increases maximum precinct size to 1,750 registered voters

Shortens recount request deadline from five days to three days after canvassing board concludes; requires county canvassing board notice to be posted by noon the day after election day (changed from 1 p.m.)

Repeals section 32-1406 relating to initiative and referendum petitions; removes sanitary and improvement districts from political subdivisions required to pay election costs
