Amends sections 57-1601 and 57-1620 of the Nebraska Geologic Storage of Carbon Dioxide Act to expand and clarify penalty provisions for violations

Creates a new Class I misdemeanor for knowingly and willfully violating any provision of the act, making false statements in required documents, or tampering with monitoring devices

Establishes civil penalties of $2,500 to $10,000 per day for violations, with each day of continued violation after a 10-day compliance period constituting a separate offense

Authorizes the Nebraska Oil and Gas Conservation Commission to initiate proceedings to assess civil penalties, revoke or modify permits, and impose other conditions for violations

Grants the commission emergency authority to immediately restrain any person engaging in unauthorized activity that endangers public health or the environment, either through its own order or through suit filed by the Attorney General
