Allows the Nebraska Liquor Control Commission to override a local governing body's denial of a retail license if the applicant proves the denial was arbitrary and capricious, provided the premises does not include a craft brewery or microdistillery

Adds a new licensing consideration requiring the commission to evaluate whether applicants or their affiliated entities are delinquent on federal, state, or local taxes

Clarifies the definition of "bottle club" to specify consumption of alcoholic liquor occurs "in or upon the premises" rather than only for the "express purpose of consuming"

Expands criminal penalties to include selling alcoholic liquor at retail without a license (Class I misdemeanor for first offense, Class IV felony for subsequent offenses)

Amends sections 53-103.47, 53-132, 53-133, and 53-1,100 of the Nebraska Liquor Control Act
