Establishes the Nebraska-Ireland Commission to advance bilateral trade, investment, business and academic exchanges, and mutual economic support between Nebraska and Ireland

Commission consists of 10 members: Directors of Agriculture and Economic Development (or designees), plus Governor-appointed representatives from a postsecondary institution, two business associations, a nonprofit offering child/family services, and one public member, plus three nonvoting state legislators (one per Congressional district)

Members serve two-year terms without compensation but may receive expense reimbursement; commission meets at least quarterly and may use virtual conferencing

Creates the Nebraska-Ireland Fund, administered by the Department of Economic Development, to cover administrative expenses and support commission activities through legislative transfers, federal funds, gifts, and grants

Requires annual reports to the Governor and Legislature beginning December 1, 2027, containing findings, results, and recommendations
