Requires persons convicted of misdemeanor domestic violence or subject to domestic abuse protection orders to surrender all firearms and ammunition to a qualified third party (law enforcement, licensed dealer, or court-named adult) within 48 hours of the order

Prohibits firearm possession for 7 years following a misdemeanor domestic violence conviction, or for the duration of any protection order including renewals

Creates a new procedure allowing Nebraska residents protected by out-of-state domestic abuse protection orders to petition courts to require foreign respondents in Nebraska to surrender firearms

Requires the State Court Administrator to develop a standard affidavit form in consultation with domestic violence advocacy groups, and mandates courts transmit orders to local law enforcement and the FBI's National Instant Criminal Background Check System

Failure to comply with a surrender order is a Class I misdemeanor; law enforcement must securely store surrendered firearms and verify lawful possession before returning them after the prohibition period expires
