Creates "Back the Blue License Plates" to support law enforcement, with fees deposited into a new Back the Blue Cash Fund administered by the Nebraska State Patrol to provide grants supporting injured officers, families of injured or deceased officers, and charitable activities benefiting state residents

Establishes "Iconic-Design License Plates" inspired by retired Nebraska license plate designs, including mandatory black-background and white-background versions, with an optional two additional designs; each plate requires a $100 fee

Iconic-Design License Plate fees fund a new Developmental Disabilities Provider Capital and Equipment Maintenance Cash Fund for grants to developmental disability service providers for transportation, safety features, technology, and facility improvements

Applications for Back the Blue and Iconic-Design plates begin January 1, 2027, with the Department of Health and Human Services and Nebraska State Patrol required to establish grant application procedures by that date

Amends existing license plate statutes to add these two new plate types to Nebraska's alternate license plate program while renumbering existing plate categories
