Criminalizes importing high-risk agricultural pathogens or pests into Nebraska without a Department of Agriculture permit, with penalties ranging from Class III felony to Class IIA felony if involving foreign government actors, concealment, or economic damage exceeding $1 million

Prohibits companies and government entities from entering agreements that allow foreign adversaries (as defined in 15 C.F.R. 791.4) to directly or remotely access or control Nebraska critical infrastructure, including utilities, telecommunications, transportation, and cybersecurity systems

Requires companies accessing critical infrastructure to register annually with the Attorney General (fee up to $150), conduct background checks on employees, prohibit foreign adversary nationals from access, and immediately report cyberattacks and security breaches

Bans software and network-connected technologies produced by or under control of foreign adversaries from use in critical infrastructure, with the Attorney General required to maintain a public prohibited technology list starting September 1, 2026

Imposes civil penalties of up to $10,000 per day on communications providers that fail to certify they do not use equipment on the federal Covered List of national security threats, and adds critical water infrastructure records to the list of information that may be withheld from public disclosure
