Creates the State and Political Subdivisions Sexual Abuse Liability Act, allowing victims of child sexual abuse and adults with developmental disabilities who are victims of sexual abuse to bring tort claims against state agencies and political subdivisions

Waives sovereign immunity for the state and political subdivisions for sexual abuse claims, exempting these actions from the State Tort Claims Act and Political Subdivisions Tort Claims Act, including their damage caps, notice requirements, and statutes of limitations

Eliminates time limitations for direct actions against individual abusers for child sexual abuse (for abuse on/after August 24, 2017) and sexual abuse of individuals with developmental disabilities (for abuse on/after the act's effective date)

Allows actions against entities other than the direct abuser to be brought within 12 years after the plaintiff's 21st birthday for child sexual abuse victims, or the later of 4 years after abuse or 12 years after age 21 for developmentally disabled victims

Criminal prosecution of the abuser is not required to maintain a civil action under this act
